Paul Didn't Have the Promise of the Spirit Yet

If the promise of the Spirit was the miraculous gifts, why does Paul say that he had yet to receive it? The thing that the Spirit promised was resurrection! It is the inheritance that would be received in the last time at the defeat of Babylon. The miraculous gifts confirmed them unto that goal and guaranteed that God's divine plan was on schedule.
